Open a new "Text Document"

Insert a table and resize to give space to the left and right.

There is, apparently, no way of inserting text on either side of the table. 

More important is that there is also no apparent way of inserting space / text 
above the table !

Text can be inserted above a table by pressing "Enter" if the cursor is placed
in the first position of the upper left cell (see issue 29986).
Having a table wrapped by other things like text or even other tables is
cuurently not possiblt (covered by issue 35158).
