The rule for making component map files should be globally available that it can
be used directly in other makefiles. Background: It should be used to create
platform dependent component map files for the SDK env. It should be ensured
that the same mechanism is used in the SDK and in the OO build process.

Please remove also the "component_getDescriptionFunc" symbol because it is not
used. We can probably also remove the mechanism to produce this symbol by default.
