Add support for hanging punctuation

Hanging punctuation is used when a justified line of text ends with a punctuation character. The letter immediately preceding the puncuation character is aligned flush with the margin as if the punctuation character wasn't there, and the punctuation character "hangs" out past the margin. This feature is common in typesetting and page layout software but is less common in word processors. The simplest ui would be a check box to toggle the feature and a field containing the characters to hang.

As of OOo 3.1.1, this is not supported. I did not even know that such an option existed. I was not aware that this was common anywhere. A good example is provided here: http://en.wikipedia.org/wiki/Hanging_punctuation
To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
