My system has dot as the default decimal separator as I used to. Spreadsheet
neither reads value from system settings neither allows to change it from ',' to
'.'.

OOo only reads the language from the operating system (TOOLS-OPTIONS-
LANGUAGE SETTINGS-LANGUAGE-DEFAULT). The decimal seperator, currency, 
date format etc. will be set for this language by OOo, so a special 
setting by the operating system will be ignored => enhancement.

i think it would be nice if oo.org had a choice between
"use regional 
settings"
"use '.'"
"use ','"
"use default for language selected" (or simply 
"default" :) )
