The following URI outputs an HTML page with the priority field set to P1. It
should result in either P3 or an empty string.

Hi, if we remove the priority parameter or addig a value of 3 results in the
desired behaviour. Where have you found the mentioned URL?

I haven't actually found the URL. It is merely a demonstration of an unhandled
query string condition and that the cgi program could be more robust.

Hi, thanks for the explanation - now I get your point. But honestly I wouldn't
consider this a defect but an enhancement, I would lower the priority and I
doubt that someone will be able to invest time in this issue.

You may have heard that a successor for IssueZilla based on Scarab is planned to
be integrated in the framework: http://scarab.tigris.org/

So I tend to set the issue to RESOLVED/WONTFIX. But thanks for pointing out the
weakness anyway...
