Of the seven USA sites, I think that I can successfully identify "Indiana U"
If you think that it is important to include all of these, shouldn't there be
further information to indicate why I should prefer one site over another?
For instance: which site is closest to Portland, Oregon?

You raise a good point. We have tried to solve it different ways. One strong possibility is to randomize 
all within a region, to underscore that any within a region is okay. 
Would you want to tackle that?
