see attached document and screenshots.
although some of these probably are resolved in other issues, some seems to be 
previously unseen. additionally, there are many numbering problems in quite 
short document.

page1 : first line in msword - no number, oo.org - "1."; same with the line 
"līguma projekts" (this later results in incorrectly numbered entries).

page2 : wrong numbering with heading 1 (resulting from page 1 problems);
incorrect formatting of subpoints - they are much larger in oo.org (which later 
results in incorrect page transition).

page3 : incorrect numbering levels (also can be seen at the end of page 2) - 
entries 5.4, 5.5 in oo.org should be one level lower, entries 5.6, 5.7 in oo.org 
should be 2 levels lower;
again, some numbering formatting is wrong with bigger fonts - though 5.9 in oo.
org (3.3.2.4 in msword) looks to be correct;
again, oo.org has additional numbered entry 5.11 that is not present in msword.


probably difference is in empty heading line handling - msword doesn't number 
them, oo.org does. maybe their style should be changed to something else (but 
formatting itself must be kept intact - font size, for example) ?

FWIW I can reproduce this with the same configuration (Linux, 680m65), but not
with 1.1.4.

MRU->HBRINKM: On page one, there are two paragraphs, which should be exempt from
the numbering. This makes the outline begin with "3" on the nxt page.

With 2.0.2 the only difference is AFAICT the style of the numbering.
