Auto-update table of contents

The table of contents should auto-update itself, if it is non-editable, so that the user does not have to remember to click "Update Index/Table" every time the document changes. This should be a feature that can be disabled, but should be enabled by default.
ES, please evaluate (existing duplicate or sth. like this).
ES: TOCs are not updated automatically because the user may have edited it manually. If the TOC is read-only, on may think that the user didn't made any manual changes. Thus the TOC may be updated automatically.

I think this issue is a duplicate of issue 25710 rather than 24593. 24593 is solved in option Tools/Update/Update All. This issue talks about automating this task which is disscused in more detail in 25710 and issue 8089 (marked as dup of 25710).
