dependency is missing in prj/build.lst.

ause: is build.lst processing different on Windows than on *unx*? I have never
reached the error message on Linux, but at least twice on Windows...

the build tool manages the directories in a hash. when fetching the next
directory to build it may depend on the hash implementation wich one is taken
when more than one are possible. thus when missing dependencies they may not
show up in single process builds on one platform but break on another.

Similar case with:

...cssanimations.db' not found, and can't be made

This time on MacOS X. Fixed too in pj16.

Verified in pj16, both builds on Windows and Mac OS X went fine.
