Open a OO.o document with a multi-row multi-column table. Also take care that
there is no other paragraph before the table except for the content of the table
and the table itself.  Now select the topmost row and go to Table > Convert
table to text > opt for tabs and click OK.  OO.o converts the whole table to
text rather than inserting only that row to a paragraph/text.

This is not so easy to implement. The table must be split up in this point to
achieve a conversion of the selected cells. 
Also: what should happen, when only a few clls of a row/column are selected?

has not been updated within the last 3 years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
