If an m-dash is placed near the end of the line, the linebreak should not happen
between the dash and the word that precedes it:

A sentence like this that has a dash
--should never be formatted as so.

It should always be formatted like this--
so that the line break happens after the
dash.

SBA: At times (OOo Beta cand. build 680m78), both ends of an em dash are
possible line break points. See also issue 39642. 
Reassigned to FME.

SBA-> FME: Beside several "opinions" and  "cases", I am not aware if there exits
a "rule" how to handle em dashes concerning break points. A hint (at least
concerning user's expectations ;-) is the fact that MS Word does NOT put em
dashes at the beginning of a line.
