The Hyperlink dialog uses a nonstandard alternative to OK / cancel / apply, with
no clear benefit. Apply works as it should: make the change but don't close the
dialog. Close actually cancels whatever change was made. And there is no OK (ie,
apply change and close dialog). It seems like using OK/Apply/Cancel would be
more productive and more intuitive.

This unusual interface convention is still present in 2.3.1

It still seems like ok/apply/cancel would make more sense.
