If OO 1.1.4 saves a file with unicode characters in rtf format, the ANSI
representation of the chars goes missing. 

In particular, an unicode char represented as a control word \uxxxxx should have
a  ANSI representation right after it. This is for pre-RTF 1.6 viewers to
display the unicode char. 
In my case I have \uxxxxx \'aa\'bb in the rtf source file transtated to \uxxxxx
? in the RTF destination file. I.E the ANSI representation is replaced by a
question mark. Most viewers can display the unicode char and disregard the
question mark. Unfortunately the program that I must be using to process the rtf
file is broken too and adds the question mark to it's output.

There's no rush to fix this. I bought Word, which can handle the problem
