I was trying to make a mail merge and I wanted to make a custom address block.
All was good until I wanted to add a comma in between the city and the state. I
right clicked and went to insert special character and then the program crashed.

Win XP, no SP2
OOo 1.9.79

HI->OS: As I wrote in i42052, we should limit some actions. This crash can be
reproduced when you edit the address blocks at the 3th.step by calling context
menu - Special Character.
Insert of any character like this should be only possible at the 6th.step.

It's a duplicate one to 119508. The function GetSpecialCharsForEdit was not
exported correctly. Fixed in cws fwkpostbeta03
