CTRL should suppress toolbar docking (like MS Office and other Windows programs)

In OOo it's impossible to place toolbars as floating windows nearby other toolbars. In Programs that use MS API (I think MS API is the reason, I'm not a programmer), for example MS Office and many other programs, this problem is solved in the following way: While moving toolbars holding down CTRL suppresses docking of toolbars. This is visualized by hiding the docking frame, that shows where the toolbar will be docked to after releasing the mouse button. This should also be added for OOo. I call this a bug of OOo since it's impossible to place toolbars as floating windows everywhere.

This enhancement makes sense. If it is easy to implement we should go for this, if not we should retarget this task to OO.o 2.01

The only problem I see here is that we now might totally confuse users that are familiar with the old docking mechanism (pre-OOo2.0) where you _must_ press Ctrl to achieve docking. Although this is not required anymore I see lots of people still pressing Ctrl automatically when they want to dock a window or toolbar. If we would change this, they were probably not able to dock anymore, as we cannot indicate what keys have to be pressed to enable or disable docking.

I guess that people who try CTRL while moving are intelligent enough to find out that this has changed... I really think that CTRL should be supported to suppress docking. Please note that this not only should work for toolbars. CTRL also should work for windows that can be docked, like Navigator and Stylist!

Pressing CTRL while moving a floating window or toolbar prevents it from docking. Implemented in CWS vcl38.

I have also attempted the CTRL + DoubleClick on the stylist and there is some action. However that action docks the window to the left and guess where I wanted to dock my window....the right. But for the life of me; in WindowsXP, I cannot drag a window using the mouse to automatically dock on either side.
Thanks for implementing this feature. But it is a bit buggy. Please have a look at issue 55150.
