When creating a bulleted/numbered list, bullets aligns to the left.

So it appears as if the bullet is at the end of the line.

Just setting the paragraph alignment to "right" won't work. You have to put the
context for the paragraph to "Right-to-left". The button for this is next to the
Alignment-buttons in the object bar (if not, you have to enable CTL support in
"Tools.Option.Language settings.Languages".
