Proportional line spacing acts inconsistantly

Created a page of text made up of multiline paragraphs with no intervening blank lines. Selecting the whole document, the paragraph line-spacing property was set to Proportional. When set to a value of 100%, the line spacing between paragraphs AND within the paragraphs was single. When set to a value of 200%, the line spacing between paragraphs AND within the paragraphs was double. When set to 50%, the line spacing within the paragraph dropped to half as expected, but the line spacing between the paragraphs remained at single. Ie: the proportional line spacing property affects the inter-paragraph spacing when set to 200% but not when set to 50%.

MRU->FME: it does not seem to industry standard, that "half" line spacing is not applied between paragraphs. At least one important competitor behaves differently ;-)
Reducing to 50% is only a theoretical problem. But in pratice you will reduce for example to 99%, so that one additional line will fit on the page. This seems to be a little amount, but if you have checked "register-true" for your page, you get a problem, because than the space between the paragraphs are increased to an amount of a empty line because of this bug. Try it with the attached document, check and uncheck "activate register-true" in the paragraph style.

fme: Please note that the attached patch may change the layout behavior of Writer. A 'full' solution might require to introduce a new compatibility flag.
