please have a look at the attached screenshots:

OOo shows empty drop down lists with a height of 2 items.

MS Office shows them with a height of 1 item.

But I think it would be even better to show NO list when pressing the
arrow-button, if no items are available. (For example to Firefox address bar
behaves so if the history is empty.)
