I compared it between 680m91 and Word 2003. Both display whole line as small
caps except the first Letter of th line which is a normal Capital letter.

BTW: we both speaking of the line "L??guma izpildes nodro??in??juma forma", right?
You can see this in Word, when switching to a higher Zoom level (like 500 %) and
then entering a capital N before "nodro??in??juma".

umm, nope, it seems we're talking about different pages.
as i mentioned in issue 46771, i am referring to page numbers as they are in oo.
org. page 74 is the one that starts with "Saimnieciski visizdevīgākā piedāvājuma 
noteikšanas kārtība" (and this is the sentence that is all small caps in msword, 
but normal in oo.org, except for word "noteikšanas", which is in small caps).

it's two pages further than the page you were looking at (and there title looks 
ok for me, too)

That was the problem - on my system the mentioned text showed up on page 76...

MRU->FLR: see the striped example. There's text formatted as "small caps" which
isn't applied to the whole paragraph after import. It looks like a problem of
the "tracked changes" import with mixed formattings/insertion tracked...

Considering the effort, the priority, the risk and our resource planning I've to
retarget this issue to OOo Later.

Regarding implementation:

Be advised that many OpenType fonts posess a 'smcp' substitution table that
refers to a specially designed set of glyphs for small caps.  These glyphs are
designed to be of the form of the capital letters, but of the size and weight of
the small letters.  If such a table exists in a font, those glyphs should be
used first to make small caps.

There is also a similar table 'c2sc' for converting capitals to small caps.

Failing that, small caps should be generated as versions of the capital glyphs,
scaled to the height of the small letters (the x height).  For this operation,
somehow the correspondence between small and capital letters in the script has
to be prescribed as well.

I think that small caps only makes sense in Latin-based scripts.  In Cyrillic
particularly, it would be a poor idea, due to the similarity of most of the
capital letters to the small ones.
