Table will flow through object anchored "to page"/"to frame"

Create a new document, and type abot a page worth of data. Place a image, I did mine from office-draw, and anchored image to next page. The image took up thee entire page. I then added a table at the end of page one 4 columns wide and two rows long. The table was placed on the last line of the second page and the cells would not display. I could not place the table on page two without deleting the table first. Further if I went up a line or two and manually put a page break in (<ctrl><enter>), the table stayed in the same place. MRU->OD: a table will flow through a graphic which is anchored to page even if it has "No Wrap".
Currently a table only wraps around at-paragraph and at-character anchored frames. It has to be decided, if a table should also wrap around at-page anchored frames.
It has also been decided, if a table should wrap around frames, which are anchored "to frame".

A workaround for this issue, to keep short tables (e.g. numbered equations inserted with fn F3; duplicate issue 99684) from disappearing behind a frame (e.g. one containing a figure), is to enclose the table in a frame anchored as a character. In the particular case of numbered equations, I've found it useful to protect equations near figures by enclosing them in a frame, anchored as a character, with the frame width set manually to the full width of the page text area, and the frame height set manually to fit the equation. This workaround is slightly clumsy, so it seems reasonable that this issue still be considered a defect.
