Some images in helpcontent2 are from

default_images/res/helpimg/$languageisocode/*.png

If we add new language, we have to provide such images now. Some language teams
prefer not to translate images and we certainly do not want to duplicate files
in CVS.

So I suggest to fallback to en-US in case of $languageisocode/*.png is not found.
This will also make it easy to start with help translations.

I agree that we need such a fallback. 

Currently, we're using a simple package provider that knows nothing about
fallbacks. Andreas, I briefly talked to Mathias about that a while ago during
your vacation and he suggests that we need a specialized service that takes care
of that.
