IssueTracker ML (http://ja.openoffice.org/servlets/SummarizeList?listName=issues) 
is suffering from SPAM. only SPAM messages are found in this ML.

proposal:
Currently, only registrated user can write something in IssueTracker, and this ML
should have such mails. so it is not necessary to allow general users to
post this ML. Please set an restriction, such that
only IssueTracker should be able to post to this ML.

I set the mailing list type to discuss and added the proper entry to the
allowed-posters list. This should allow issue notifications to go through
without moderation.
If you are satisfied with the result feel free to remove all moderators.
