If I open a brand new OOo1.9.100 Writer file and I want to insert a *.csv file
nothing happens. In OOo1.1.4 the file is inserted properly.
It is the same if I myself create the csv from a spreadsheet or I open an xls
received from outside source and save it as csv.

A *.csv filer for OO Writer must be implemented for this. Reassigned to
requirements.

Please regard this one as regression and defect. OOo1 and OOo2 are the same
product, OOo2 declared superior. Still, OOo1 writer easily inserted *.csv files
and OOo2 does not. So OOo2 is inferior to OOo1 in this respect. 
To maintain the very same level is not an "enhancement", it is a must. Even if
it has not even been touched for seven months.

Not able to reproduce with 4.1.7 
Open a new ODT
Menu Insert > File and select CSV
CSV content is pasted into document
Now you can use menu Table > Convert
