please eliminate all context sensitivity in toolbars

The fact that the bullets and numbering toolbar is not persistent across paragraphs is driving me nuts. This function (where it displays or hides the toolbar depending on whether numbering is applied to the paragraph) is bad design. For example, if you click on an unnumbered paragraph specifically to add numbering the blasted toolbar disappears. Meanwhile the screen is continually redrawn when moving through a document with both numbered and unnumbered paragraphs. Context dependency doesn't serve any function. If I turn a toolbar on it is reasonable for me to expect it to remain on. Context dependency overrides express directions through the view menu (initially it doesn't but after clicking on a numbered paragraph context dependency takes over). I hate it. 1.9.100 Brendan
Context Sensitivity is one of OO's key features, thus this behaviour will NOT be changed at all.

This needs to be addressed. To disallow users manual control over their workspace, including and especially toolbars, is absolutely unacceptable. That it has been summarily dismissed all these years is an embarrassment.
