This is a follow-up of issue 48294.

Let solenv/bin/installer/ check if $NSIS_PATH is set ( != ""). If yes
use that for the NSIS tools and build the installation packs, if not set
don't build the NSIS installation packs.

The previous patch enables the ACL check for cygwin's perl, committed to
vq17.
