The attachments provided by you today and yesterday is the same.

Can you please provide the output from the "ssh -v ...", the user's IP 
address, time of attempt and the screenshot of the message? 

Please confirm that you're not behind a corporate firewall which prohibits 
direct ssh access.

I don't know whether there should be displayed this fingerprint I made
creating the DSA key on the tutorial basis.

on my Cygwin screen instead of the one that is coming up (more below)
but when i try to log in in Cygwin now it displays me some RSA fingerprint.
I think I submitted mistakely a RSA key at the time when I created my login
(I have made it in WinSCP before I have
installed Cygwin), and I guess this old RSA key with no password is now in
circulation . I don't know. After I had received a message from you I did
the following things:
I launched Cygwin and typed in :

d@d ~
$ ssh -v 195.136.149.126
OpenSSH_4.0p1, OpenSSL 0.9.7g 11 Apr 2005
debug1: Connecting to 195.136.149.126 [195.136.149.126] port 22.
debug1: connect to address 195.136.149.126 port 22: Connection timed out
ssh: connect to host 195.136.149.126 port 22: Connection timed out

And then (using another ip - I currently have got access to - not dual, but
from different providers):

$ ssh -v 217.96.201.70

debug1: Connecting to 217.96.201.70 [217.96.201.70] port 22.

And then I typed in: "ssh -2 -x -L 2401:localhost:2401
tunnel@openoffice.org"
using my 195.136.149.126 address, and the result is beneath. There is some
RSA fingerpring coming up.

$ ssh -2 -x -L 2401:localhost:2401 tunnel@openoffice.org

For my DSA I have a password and I have put it on paper just in case.
I'm not behind a firewall.
Could you tell me to whom I should reassign my issue after you help me? And
whether should I type in something else
instead ssh -v ip for debugging?
Or maybe I should just make another login?...
Sorry for the trouble, but I think it's my fault. I've messed it up.
