From the menu Tools.Customize.Toolbars.Standard
Add Application.RecentDocuments

Adding Recent Documents to the toolbar, and giving it an icon to make a shortcut
to Clicking on File, and navigating the mouse thru the narrow corridor to bring
up Recent document list.

But clicking on the resulting icon Does Not bring up any dialog box, or (more
preferably) a drop box (like clicking on the down-arrow next to New).

confirming with m110 (linux).

You can add the item "Recent Documents" to the toolbar, but is is
non-functional. You can click it but nothing happens. It doesn't have a
"long-click indicator" either.

thanks for using and supporting OpenOffice.org...

As discussed with cj:
there should be only the possibility to add this item if the resulting list
("recent documents") is displayable...

IMHO there are 2 ways to solve this:
- don't allow "recent documents" to be added to a toolbar...
- provide the possibility of displaying the list of revent documents...

IMHO having such a button is a very nice idea :)

Since the New button has a drop down arrow, I thought the Open button should
too. It would be the most logical place to put it. 

Of course, this suggestion sounds more like an enhancement, than a defect like
the original observation.

cd: The recent file list "command" is only intended for menu configuration and
not toolbar. So we have to remove this entry from toolbar configuration dialog.
It would need a new implementation to enable it to be usable from a toolbar button.

I prefer your last sentence rather than the beginning!
Many open-source editors implement this (most with a drop-down on "open" 
button) and this is really useful.
