I am running on an NT box and have OpenOffice version 1.9.104.  I tried 
installing the language packs for chinese and japanese (at different times) and 
neither would install.  I get a message saying "This installation package could 
not be opened.  Contact the application vendor to verify that this is a valid 
Windows Installer package."  As you can imagine, once you click ok the 
installer does not come up.

I solved my own problem.  I realized that in order to install the patch you 
must already have that particular language downloaded to your browser (mine was 
internet explorer).  Once I downloaded the language I had no problem.

seems the problem was wrong procedure in Comment 1.
