Due to restructured resources, the svtools.hrc
STR_FILTERNAME_ALL
resource has moved from svt resource file to fps_office resource file.

This has affected the package manager file picker filter list which references
the "All..." filter string resource.

@MHU: I would have favoured an announcement for this. Additionally, I think it
is necessary to factor out the id from svtools.hrc, moving it to a fpicker hrc
file; this is currently misleading.
