The competiting product allows queries to be created based on existing queries. However, OpenOffice.orgBase only allows queries on tables.

IMO, this is a duplicate issue to 48116, simply stated in other words.
I don't think that this is the same as issue 48116. While both sub selects and "queries on queries" can address the same user problem, they can be implemented separately, and none of the two automatically gives us the other one if implemented. Grabbing, will work on this for at least the HSQLDB engine (OOo's integrated default engine). Targeting to 3.0 for the moment, which is just a placeholder here for "whenever it's ready".

I would like to comment on Query Designer, page 6 of the specification documentation (http://dba.openoffice.org/specifications/Queries_in_Queries_.odt. Is it possible to have an option to display both the table and query, instead of just radio buttons to display either one of them at one time? To display both table and query together, there is a need to differentiate them by using different icon. Thanks.
The different icons are there nowadays, so this would not be a problem. Yet, the team designing the feature decided to not have this combined list, as it would be difficult to present when the tables are hierarchical, i.e. when you connect to a database which supports schemas and/or catalogs.
