I tested this on OOo 1.1.4, 1.9.109 and 1.9.113. The steps below reproduce the 
problem but I haven't checked if all of them are necessary:

1) In a blank text document, insert a picture from file. LINK to the picture.
2) Right click on the picture, menu picture:
3) on tab Type:
   a) Position: Mirror on even pages, Horizontal: Inside, to: Outer page border
   b) Vertical: Center, to: Paragraph text area
4) on tab Picture:
   a) Flip: Horizontally
5) Close the dialog with OK
6) Open the same dialog and uncheck "Flip: Horizontally". Close the dialog 
with OK.
7) Open the same dialog again. "Flip: Horizontally" is still checked (and the 
picture is flipped on left etc. pages).

I'm including a .zip file with a .sxw and a linked picture that shows the 
problem.

The defect is already mentioned in issue 40211. But that issue doesn't describe
it so clear as this. Perhaps it is better, do not mark it as duplicate but set a
dependency?

Issue 40211 is about picture malfunctions, needing a lot of hacks in the 
drawing layers.

This is about a dialog malfunction, where a check box doesn't match an 
object's (=Picture) properties, needing only a line or two of code changes.

MRU->OS: look at the attached document; here it is reproducable. When disabling
the option "Flip horizontally" in picture properties, it will be again enabled
when reopening the dialog.
You first have to click the option "On all pages", then disabling "Flip hor."
will be accepted.
