starts with an initial state of 'NEW'. As decided last week every new issue
should start as 'UNCONFIRMED' without any choice. Please fix this ASAP because
the new QA workflow depends hardly on this flag.

Peter, this behaviour depends on issue #2778.
As soon as all (except some) users have the permission to confirm
issues revoked, it should work as you expect.
For me this issue is a duplicate to #2778.
