I think this is an issue of backward compatibility 
of OOo.

I saved a file in OOo 1.1.4 in DOC and another one 
in SXW format. This file contained Traditional 
Chinese characters.

I opened this file in OOo 1.9.113. Then I used the 
Chinese translation tool. I chose to translate 
the selected text from Traditional Chinese to 
Simplified Chinese.

Nothing happened for the characters.

My solution now is to copy the characters to a
new file and change.

My machine is Windows XP Traditional Chinese 
version with Service Pack 2.

For a new Word Document 
created in OOo 1.1.4 
with traditional Chinese 
characters inside, these 
characters cannot be 
translated into Simplified 
Chinese in OOo 1.9 using 
the Chinese translation 
function. 

Issue also recurs in OOo 
1.9.130. Interestingly, 
if you type the Traditional 
characters and change them into 
Simplified characters, the 
function is OK.

Confirmed in Win XP SP2 Trad Chinese Edition.

File saved in OOo1.1.5 --> Chinese translation in OOo2.0.3

Loading the 4 bugdocs (sxw, doc, rtf) shows that there is no language set for
the chinese characters. Do not know if this happend while creating or saving the
documents.
However, correcting the languaga attribute for the chinese characters, re-saving
and re-loading the files lets the chinese translation work well.
Seen fgood in DEV300_m24 (t-be-OOo3.0)
Set to Worksforme.
