apply some changes to the online help:
- all index entries should be moved to guide files
- all tasks and steps should be moved to guide files
- if no guide file exists for a topic, create a new file (minimize word count)
- create new main pages with better navigation through all guides. Remove
navigation by "menus" and "toolbars" headings.

the following developer tasks are needed:
- allow multi paragraphs and formatting in extended help
- allow links in extended help
- allow redirection of F1 key with focus on a dialog control into guide file
(dialog ID must have precedence over control's Help ID, but extended help must
still work for the control)

CWS got deleted because the server was EOL
Restoration doesn't make much sense because after more than two dozen resync
operations with several hundred of manually solved conflicts, the CWS got
degraded too much.
Trying new later with smaller tasks
