Organize Macros leads to "Error loading BASIC of document"

When going to Tools->Macros->Organize Macros->Openoffice.org Basic I receive this error: Error loading BASIC of document file:///C:/Program%20Files/OpenOffice.org%201.9.118/share/basic/FormWizard/script.xlb/: General Error. General input/output error. I click OK and the same error comes up a second time. I click OK again, and the error box goes away. After this error appears once, it cannot be repeated without closing Openoffice. This error can also be triggered when using a Macro from a Keyboard Shortcut for the first time after opening Openoffice. After clicking OK, the Macro runs. Subsequent invocations of the Macro function normally. This error can also be triggered by opening going to Tools->Customize->Keyboard, then selecting and expanding Openoffice.org in the Category box the first time after opening Openoffice. After clicking OK, the category expands normally. Repeating this does not trigger the error until Openoffice is closed and restarted. I have two user created Macros under Standard->Module 1, that were created under OO version 113 over which I installed 119. The first is endash, which inserts special character en dash. The second is emdash. The third macro in Module 1 is Main, which was there when I installed Openoffice.
The error box has also popped up for me after a quarter-hour of typing.
