A medium default currency format using native numbering doesn't lead to the
default format being of native numbering, instead a format without native
numbering is defaulted. For example in Dzongkha locale

[NatNum1][CURRENCY]#,##0.00;[NatNum1][RED]-[CURRENCY]#,##0.00

is not defaulted, but

[CURRENCY]#,##0.00;[RED]-[CURRENCY]#,##0.00

is.
