testtool.exe shipped with the current installation sets such as 1.1.5rc3 crashes
on Windows 98 SE and ME, and invoke the crashrep.  Please refer to the
crashrep's report and my testtool.ini, I will attach.

Thsi is a build issue.
just relink testtool.exe in module automation and it works.
Or take it from a complete build.
This is due to an incompatible change in some internal basic structure.

target set to 1.1.4 should be 1.1.5
