Problem: If you use headings in your document to which no outline numbering is
assigned to, and you change the outline numbering afterwards, the numberings and
the chapter structure gets totally confused. This applies at least to the
versions from OpenOffice.org 1.9.130 to 2.0RC3 (inclusive).

How to reproduce [I use the german version, so the translations might be
inaccurate]:

1) Create an empty text document.
2) Make sure in the "outline numbering" dialogue that no numbering level has an
associated numbering. (This should be the default.)
3) Edit the "Text Body" paragraph style
3) Create some headings, for example:
   Heading 1 [Style: Heading 1]
   Heading 1.1 [Style: Heading 2]
   Some text [Style: Text Body]
   Heading 2 [Style: Heading 1]
   Heading 2.1 [Style: Heading 2]
   Some text [Style: Text Body]
4) Now change the outline numbering by assigning a numbering to outline level 1
(for example, "1, 2, 3 ...")

At first glance, everything is fine. But:

a) If you go to the end of a heading and type RETURN, no empty paragraph will be
inserted; rather, the paragraph has an associated number which is one higher
than the number of the current chapter you are in; the navigator does not know
how to display that correctly and displays a blank line in the outline view

b) If you try to change the level of a heading (e.g. you go to "Heading 2" in
the document above and double-click on "Heading 1" to change the style), it
doesn't affect the numbering: The number does not change, the navigator's
outline view is not updated. Only the style is changed.

This problem persists until you save and reload the document. Then everything
works again as is should.

Please ignore the "first third" step
  3) Edit the "Text Body" paragraph style"
which originates from a "copy-and-paste" error. Sorry for the confusion.
