The Documentation project provides FAQ, Setup, and User Guides.  With this
information first in the list, users may find the information they are looking
for before sending an email to the mailing lists.

I have fixed this.  I wanted to file an issue to describe what I am hoping to
fix with this change.  If there are any problems let me know.
