When double clicking on the Open Office icon in the Window's system tray (lower 
left corner of the desktop), it pops up a Templates and Documents dialog box. 

However, if this dialog box is already open and is hidden by another 
application, nothing happnes when you double click on the sys tray icon because 
the dialog box stay hidden.

The dialog box should always be moved to the background when the systray icon 
is double clicked.

Users original summary line:
Move dialog box to foreground when double clicking in sys tray

Duplicated on Win NT 4.0 SP6a, OOo 1.0.1.

User would like the "Templates and Documents" dialog box ( launched 
from the QuickStarter systray app ) to be raised to the foreground 
when the QuickStarter app is double clicked.

Currently the dialog box does not get raised to the foreground.

When double-clicking on the OO.o systray icon a file cdialogue opens.
If this dialogue get into the background and the icon is
double-clicked again then no feedback is given.
It would be better to bring it back to front instead.

For OOo 2 the Quickstarter is switched off by default. For Windows guideline
conformance it has even less menu commands than before.
