I have this rtf file I got from Trolltech that bullets, OO puts bullets in empty lines as well as the bulleted lines. I will attach the file for reference.

ES->MRU: I gues Wrod doesn't apply the defined style when the
paragraph is empty?

MRU->CMC: Seems to be an issue in interpreting this RTF-"dialect".
When saving a new version of this file with Word, we can import it
nicely. No extra bullets for empty lines.

Use of "pnlvlcont" -> 
"Continue numbering but do not display number (“skip numbering”)."

Doesn't seem to be properly implemented.
