You cannot select "oopm" from the page  
http://qa.openoffice.org/issue_handling/submission_gateway.html when you want 
to file an issue related to the OOPM subproject. 
 
Maybe it is all the incubator project which is not listed. 
 
Solution could either be: 
 
- list the incubator projects along with the other projects in "By project" 
section. 
 
- list the incubator projects in their own section.
