see attached testacse. save it as rtf, reopen.
two problems here :
1. starting with "KomutÄcijas paneļi" numbering level is incorrect (one down);

2. this is a regression from 1.1.5 - numbering is lost

confirmed on Windows XP SP2 with OOo-dev 2.0.139; open attached file and save 
it as rtf. then open the rtf in Writer

MRU->FLR: export the attached document to RTF and reopen -> from paragraph 5.1.1
on the numbering is in a wrong level.
It is not so easy, because the numbering at the top is started (in the sxw) in
3rd level and the subpoints are in 2nd level. From paragraph 6 on Level 1 is
used as it is more common.

It is no regression, OO 1.1.x behaved the same with this document.
