svg export via GraphicExporter produces empty files

At the moment the svg export filter is supported as document filter only, though
we have to enhance the filter so that it can also handle XDrawPage, XShapes and
or a XShape. Due to some major changes which are necessary, this featre can only
be applied for OOo 3.0 at the earliest.
