automated test: framework/basic/f_basic_formcontrols.bas

Affected platforms: Solaris x86, Windows

Reproduction:
- Open the dialog editor
- tear off the controls float
- select pushbutton
- place it on the dialog

Bug: The Controls Float closes

Correct behavior: The float should stay open until explicitly closed

ab->jsk: I cannot reproduce this (per hand) on a m167 pro.
