Tested in the OO2.0 final (german) version, with standard install.

preparing:
 - open a new a new simple presentation with wizard
   and place a simple background image
 - select the view "master pages" on the right panel 
 - goto "Ansicht" -> "Master" -> "Folienmaster"
   (view -> master -> dia master)
 - create a new master
 - go back to "normal" view ("Ansicht" -> "Normal")
 - add a new dia
 - select the new dia
 - right click in "master pages" on the new master and click:
   "für alle Folien übernehmen" (take it for all dias)
 BANG: the 1st (now unused) master page ist dropped :-(

I know that there is a "hidden" setting for this:
"Format" -> "Seitenvorlage" -> "Nicht verwendete Hintergrundseiten löschen"
(I guess in english: format -> page template -> delete unused background pages)
But this option is _not_ checked.

I can reproduce the bg.
The default for 'Slide design / Delete unused backgrounds' is wrong.
Delete unused backgrounds should be selected by default.
