He, "yossy_takeuchi," a member of Japanese Native Language Project and an
Observer in the qa project, has the qa privilege and has contributed a lot to
OpenOffice.org Japanese Builds QA activity.  Recently he was appointed as the QA
coordinator for the Japanese Native Language Project.
Primary aim to give yossy_takeuchi Content Developer privilege is to allow him
to update the "Localization Status" page:

Hi,

am I right, that yossy_takeuchi is Yoshiyuki Takeuchi, what means JCA is signed?

If yes, I'll grant content developer rights. 

SSH-key has already been uploaded to the server, so that you are able to
establish a tunnel for submitting contributions?
