Try to undock a toolbar and place it outside the current window. This is not
possible. The floating toolbar needs to be dropped inside the window before it
can be moved outside. It should be possible to undock a toolbar to any position
on screen.

That would mean that toolbars must be undocked windows as soon as they are moved
or at least as soon as they leave the toolbar area. Opens a whole can of worms
for little benefit, i don't think the 2.0.3 timeframe is appropriate.

cd: Due to limited resources we had to drop the "feature" described in the
toolbar spec. I think this is a nice to have feature which would make the user
interface more consistent. But I fear that the amount of work prohibit us from
"fixing" it in the near future (OOo 2.0.x time frame). Therefore I would propose
to shift this issue to "OOo Later".

Can someone please make a comment in the spec? I also feel more comfortable with
target OOo 3 than OOo Later.
