With the following titles:
First
 Subfirst
Second
 Subsecond

In the navigator, if I 
display only 1st level title and then move "First" at
the bottom, I get:
Second
First
 
Subfirst
 Subsecond

Can you post a document that demonstrates this problem?  It would be great if you could post 2 documents, one that is the original and one that has the changes which causes the problem.

I was able to reproduce your issue in 1.1rc1, but not in 1.1rc2. 
Perhaps upgrading would solve your problem?

Well, I removed my old 1.1beta and downloaded and installed
OOo_1.1rc2_Win32Intel_install.zip yesterday (for another issue ;-)
I am with Win98SE, but I don't think it changes something...

And with the provided attachments I can still reproduced the problem:
* “Heading Levels Shown” set to 1
* “Demote Chapter” on the _first_ "First chapter"
=> the "subtitle of second" does not follow "Second"

When “Heading Levels Shown” set to 2, everything is OK.

OK, so I installed OOo_1.1rc3_030813_Win32Intel_install_fr.zip on my
Win98 PC and I can still reproduce the problem.

Still present with Win98 RC4
(OOo_1.1rc4_030905_Win32Intel_install_fr.zip) and with Debian RC3.
So this is not a Win32 issue (I doubted it could be but now I am sure
it is not).

You just create a new file with
A (header1)
 b (header2)
C (header1)
 d (header2)

In the navigator, depending on you display only the first level of
headers or more, when you demote header "A", either you get C-d-A-b
(correct according to me) or something messy.

I can confirm this with 1.1rc4 (german & english) on linux.
Make sure to limit the heading-levels to one when trying to reproduce.

0) Open the attached document and open the navigator
1) limit the "heading levels shown" to 1 using the button in the navigator
2) Select "First Chapter" in the navigator and klick on "Demote chapter"
3) View the results.

Now reload the document (throw away all changes) and try the same with
levels shown set to 2. See the difference?

This bug can disarrange your text (book or so) severely. 

So if you don't fix him, deactivate the function and change the help files.
