Chinese Translation dialog doesn't work anymore

Enable asian support Create simple (or traditional) chinese character or string try to use 'TOOLS::LANGUAGE::CHINESE TRANSLATION...' dialog to convert simple<->traditional -> fails, no change Found by testtool. If you do not have a document with chinese characters feel free to ask for my test document.
Regression that blocks issue61850 Potential showstopper for OOo 2.0.2
Now some details: Problem starts at SRC680m155 Complete installation is OK -> Patching m124/OOo2.0 or m145/2.0.1 make Chinese Translation fail

The pacth adds the PATCH flag to the styles - gid_File_Lib_Collator_Data - gid_File_Lib_Index_Data and - gid_File_Lib_Textconv_Dict in scp2\source\ooo\file_library_ooo.scp based on SRC680 m156.
